I am not an attorney so I can't vouch for the details, but it looks like the worst thing naked bike riding could produce is a "violation" (and sunburn, chafing and dehydration). I don't know what kind of fine is involved, but at least it's not a criminal record. | ||

I found the above link for New York Penal Law on "Public lewdness" & "Exposure of a person". I am not an attorney so I can't vouch for the details, but it looks like the worst thing naked bike riding could produce is a "violation" (and sunburn, chafing and dehydration).
