My suggestion is to see if Chelsea Piers can host us in their open area on the north side of the complex.. We can ride from there up to Central Park, buz around there and either head back to West 23rd from an Avenue on the east side, or finish on the East Side or finish in Long Island City or Williamsburg after riding over one of the East River Bridges.  We also have to consider the transport or storage of clothes for those of us who arrive with more than shorts and a t-shirt... New York Penal Law on "Public lewdness" & "Exposure of a person"

I found the above link for New York Penal Law on "Public lewdness" & "Exposure of a person". I am not an attorney so I can't vouch for the details, but it looks like the worst thing naked bike riding could produce is a "violation" (and sunburn, chafing and dehydration).
